Among them are pleas for help for toddlers having trouble breathing, a pregnant woman who passed out and an elementary-school-aged girl having seizures.

I work at the front desk of the welfare office and I wish more people who don’t have benefits understood what the offices were like and what people need to do to keep cases active.

It really is since this person is civilian and an agency that is militarized is taking him. If they had a warrant for him and reason to arrest him, they could have pretended he won something. But I'm guessing he's not one of the "worst of the worsts" and likely doesn't have a violent crime on record
