Clinton turned the bombing into a PR shitstorm. Shaw was ousted in a recall election, the first U.S. mayor to be kicked out of office, and Davis handed his walking papers. Neither did time. Instead, they threw Kynette to the wolves and he was convicted for the bombing.

Only Kynette put the bomb under the engine block. The bomb took out the garage and blew out the front end of Raymond's Chrysler, but Raymond survived.

On January 14th, 1938, Police Captain Earle Kynette, head of the LAPD Intelligence Division, wired a bomb into Harry Raymond's car and when the private detective turned the key it went off.

Shaw already had police chief Jack Davis watching Clinton, Raymond and other members of CIVIC for a while using the LAPD's Intelligence Division. So you'd think he'd have seen it coming but given what happened next, competence wasn't exactly their strong suit.

Mayor Frank Shaw was unhappy.

And so with Raymond's skills and Clinton's backing CIVIC put out a report showing that profits from 600 whorehouses, 1800 bookmaking operations and 23,000 slot machines were going into City Hall's pockets.

He was not a man afraid to get his hands dirty, dig through evidence and go where the money led.

Why three months? Because that's how long it took for him to piss off the powers that be by raiding a gambling den he was told to stay away from and very quickly getting fired.

Enter one Harry Raymond, a private investigator who had once been with the LAPD and, for about three months, the chief of police in San Diego.

It backfired on Shaw spectacularly.

A toothless organization, but a good PR move for Shaw. Backing it allowed him to say he was fighting city corruption while he sat back and let Clinton run around chasing his own tail.

Clinton's idea was to create an organization called CIVIC, Citizens' Independent Vice Investigating Committee, an all-volunteer citizen's brigade to root out vice in the city.

After unsuccessfully lobbying for a grand jury investigation into LAPD corruption Clinton did something genius. He took his anti-corruption crusade to the one guy who couldn't let him succeed, Mayor Shaw himself.

By the time Shaw was re-elected in 1937, Clinton had become something of a pain in his ass. He was making a lot of noise and people were paying attention to him.

Stories abound of Frank's kickbacks, Joe working with L.A. Mafia boss Jack Dragna to run gambling competition out of the city. Want a job as a cop? Go Downtown and see a "man with a white carnation" who'll sell you the answers to the entrance exam. Police moonlighted as strike-breakers and bagmen.

In 1933, Frank Shaw was elected Mayor and quickly became known as the most corrupt in the city's history. Between him, his brother Joe, and police chief James Davis, the Shaw administration had fingers in every racket from prostitution to bootlegging, gambling to drugs.

But wait, as the late night pitchman says, there's more. See, Clinton also had a seething hatred of corruption and not far away in City Hall, mayor Frank Shaw was giving new meaning to the word.

In an example of doing well while doing good, Clifton's flourished despite a staggering unemployment rate. He kept parts of the city going during one of the most difficult economic times in our history.

People did what the sign said, they paid what they wished. Sometimes it was full price, sometimes it was nothing. Usually it was somewhere in between based on what they could afford because despite what many might tell you people are, for the most part, not cheats.

Bold words at the height of the Depression, and Clinton stood behind them. His cafeteria invited patrons to pay what they thought was fair and laid it out in a blinking neon sign that said "Pay What You Wish".

In 1931 Clifford Clinton opened the first of several cafeterias in Los Angeles, Clifton's at 618 Olive Street, in Downtown L.A. (it's a parking lot, now but a nearby one sort of survives nearby). He had a simple philosophy of never letting anyone go hungry.
