If anyone want to follow up on this - mitigation of hazardous materials is required as part of the demolition plan and prior to any work. Having done a lot of work around buildings of this vintage, I've got a pretty good idea of how much asbestos was in there, and it's a lot.

Lot of COVID discourse but where I’ve fallen on things is that no matter what failures there were in communication from public health officials, there’s just a large number of people who simply don’t want to be inconvenienced or have to change their behavior. And you see lots of other places, too.
