Isn’t “criminal” someone who has been convicted of a crime? We can’t just randomly blow up boats. The president is violating the law in a way that will, if adjudicated, result in showing he’s a criminal. Of course, Trump has been convicted of dozens of felonies, so he’s a criminal already
