How does the media determine whether to call it a "manifesto" and not a treatise or paper?

Last night at a dive bar, I heard a young man tell his sister that "men think with their brains, women with their hearts." It occurred to me that this same bar was the site of countless fights among drunk college boys. Were they using their brains?

But i just read somebody who said that Biden was ethically unimpeachable so now I’m confused.
