Our takeaway: participation needs more than open doors. It needs open communication.
🗣️ Tell stakeholders how their input is processed.
📄 Show them where their feedback shaped outcomes.
🤝 Build real collaboration, not symbolic involvement.

However, criticism was more prevalent. A common concern? Transparency.
Many wondered:
🔹 How will our input actually be used?
🔹 Will this change anything?
🔹 Are we part of shaping policy—or just legitimizing it?

Our interviews revealed that many stakeholders valued the opportunity. They saw real potential to contribute to political change—and appreciated the chance to connect across sectors. Network-building was a big win. ✅

The strategy process opened a policy window for introducing evidence-based policies that are rare in Germany. Industry reps, NGOs, and researchers were invited to the table. On paper: a big win for inclusive policymaking. But we wanted to know: How did participants experience the process?
