2. OMB apportions: Russ Vought decides when to send NSF appropriated funds
3. Agencies spend: NSF spends down (e.g., make new awards) by end of fiscal year (September 30).
π§ͺ Russ Vought, a Project 2025 architect, is currently withholding $2.5 billion from NSF's budget for this year.
This move is:
-Illegally secretive
-Unusual and suspect
-Disrupts science
-Subverts Congress
