In planning it can be worse. Had one recently where there was an ecology issue, LPA planner sent me comments from their consultee and I sent to our eco consultant. They weren't sure what was needed so asked to speak to ecology consultee, LPA had no contact detail for their own consultee bar email...

Thing is planning used to be like that, I worked in local authority planning 25 (good grief!) years ago and at that stage we would meet with developers/architects FOC to discuss emerging proposals and offer advice to help, no chance of that now, if you can do pre-app its paid and limit.
