The U.S. House of Representatives passed a cap-and-trade bill in 2009. The Senate is so structurally undemocratic - thanks to the filibuster and overrepresentation of small, rural states - that the bill was never even introduced. Basically, farmers in the Dakotas got veto power over the globe.

Nuke the filibuster and expanding SCOTUS isn't actually that hard. Neither is passing bills that strengthen voting rights and eliminate partisan gerrymandering. Adding states is also relatively simple. The structural challenges are real but sometimes overrated.

The bigger risk is that the Rs will blow up the filibuster and pass the approps with just a simple majority. But they've been steadily eroding the filibuster already. See this thread: bsky.app/profile/sbag... . At some point, why should Dems preserve the filibuster if it's too valuable to use?

House Dems passed it in 2021 & 48/50 Senate Dems voted to curb the filibuster to pass it. Only Sinema & Manchin dissented.

SCOTUS also split along party lines in 2019 when the GOP justices said federal courts can’t overturn it
