In the current rental market though, the rent control and ability to control your own property are huge benefits. I would be happy to rent if my landlord actually fixed stuff on time and if my rent rose at a reasonable pace, but currently that is not the case, so owning is necessary for stability.

There is a theoretical minimum wage where you would have problems, but that shouldnt stop us from finding where that threshold is. Seattle's minimum wage is $20 and they havent seen any issues. NYC has a higher cost of living than Seattle, so NYC's minimum should at least be somewhat higher.
