What's the cost of an unused station? What's the benefit of an available station? One day is way too short to make a decision on. The east end looks like it has lots of capacity (note, there are lots of physical barriers out there, it is hard to ride in).

In this case I would include the writers.

The general case: Stakeholder: money, management, workers, suppliers, customers, and general public. Every group elects the same number of board members.

In this case I think we can leave out suppliers and public.

Before 1968(?) wards in Toronto went from the lakeshore to the northern city boundary (except in the centre, where they went to about St Clair, and a ward in the west end).

The political result was to disenfranchise voters south of Bloor St, since most of the homeowners lived north of that.

I remember getting scrutineering instructions about challenging business owners (mostly lawyers) about voting twice. This would be well into the 70's.

The other key thing was killing off the gerrymandering of the strip ward system. That system effectively disenfranchised downtown Toronto.

Also it is not clear that just having more people downtown will produce more effective political clout. In the 70's (when I showed up) the old part of Toronto had relatively more people than it does now, but not much effective political power.
