Agree that bikes and scooters have no place on footpaths, unless there is no other facilities/infrastructure for them to use, in which case what can they do, share roadspace with intimating motor vehicles?

If 'it is time for less carrot and more stick' and if action is needed, how about tackling car use and on street parking with the stick and allocate more space to pedestrians, wheelchair users and cyclists to move freely in the CBD.

But in the Summary Document and the 2021-25 Strategy there is no specific mentioning of improving bus service levels (frequency, reliability, coverage), accessibility network-wide and expanding more into growth areas (i.e. Victoria's Bus Network Reform), particularly in outer urban and fringe areas.
