Agree that bikes and scooters have no place on footpaths, unless there is no other facilities/infrastructure for them to use, in which case what can they do, share roadspace with intimating motor vehicles?

If 'it is time for less carrot and more stick' and if action is needed, how about tackling car use and on street parking with the stick and allocate more space to pedestrians, wheelchair users and cyclists to move freely in the CBD.
