I think that there is also a risk imbalance between the attacking and defending teams. The attacking team gives away a free kick for a foul but the defending team gives away a penalty and a near certain goal. I am less certain on how to redress that

I think that we need to restore the balance at corners. I think that probably means protecting the keeper more, so crowding out the keeper and pulling on them is treated as obstruction.
