Is it normal practice for a government agency scientist, and others, to rebut other scientists’ unpublished work (pre-print) and send it to a government Minister, without telling the original authors and giving them a chance to respond?

Seems mighty uncool to me.

What Mr Starr fails to acknowledge is that western Victorian townships are not surrounded by bushland like his hometown of Bright. Additionally, both human and dingo population densities in Western Victoria are significantly lower compared to Eastern Victoria.
