Im sure they will expand it at some point, But as long as we still have bowl games like "The Scooters Coffee Frisco Bowl" with South Alabama vs Memphis, there will still be room for a second tier tournament instead of just random one off bowl games.

College Football should just have a second tournament for the teams ranked 13-24 instead of meaningless bowl games. You can still have the playoff games be "Bowl games" just like the Rose Bowl is in the regular playoff. But it would be more fun for viewers and maybe even players.
