Addendum: Boxes are not assigned to drivers in advance. Drivers get sick, and it's not known in advance how many satchels will be produced by a PP on election night. Rather, drivers carry the manifests signed at the PP, which should always be checked at the OPC on arrival.

What seems to have happened was one transport container was accidentally left on the truck after the SECOND leg of the journey. And for some reason, the manifests were not re-checked when the truck was unloaded. That step is definitely going to be added to the procedures for next time. (3/3)

In large electorates with remote PPs, the ROM assistant returns the PP materials to a hub, and the hub puts the materials from multiple centres onto one truck. Along with the materials there is a manifest which details how many of each kind of container form part of the ROM. (2/3)

I'm going to throw out a bit of AEC jargon here. In what follows, ROM = return of materials, OPC = outpost centre, PP = polling place.

Reading between the lines of the AEC's press release, what seems to have happened is that there was a two-stage journey from PP to OPC. (1/3)
