(I assume that single-family has much more powerful lobbyists than apartments so they're able to lobby for an exemption.)
This reminds me of the ICC... when I saw a headline I first wondered why the International Code Council was issuing arrest warrants. (Then again, I assume they'd issue arrest warrants for any policymakers who even think about ditching the IBC and writing a modern, performance-based building code.)

(A good role model would be Australia, where non-federal police forces are statewide.)
