I think this has started with the structure imposed by EU grants a couple of decades ago, and not so gradually trickled down as an inevitability. Having deliverables in a scientific project is frankly ridiculous and I don't see much pushback. It's not going to end well

Unless we intend to redefine science as a glorified bureaucracy endlessly rehashing old verbiage and approaches.

I suspect that any sufficiently intelligent AGI will revolt against sufficiently menial tasks.

Public-good science is living on borrowed time, anyway. The US has conveniently set the path to its final dismissal for all of the other governments to follow.
