Right, my point with the Epstein files is that releasing them is a single act, and you can make voting on a budget contingent on completing that act. They can (and should) make the demands re troops, but they’d be making concessions in exchange for a promise that won’t be kept

The problem here is enforcement. It doesn’t matter if they agree to not send the troops because they don’t honor their agreements. W/ the Epstein stuff, you can have a CR and agree to vote on a new budget only once the files have been released.
