The system being upgraded is nothing new, CNBC has been talking with FAA reps about it for years now. Why the FAA didn’t upgrade the system earlier is the question.

Umm, he inherited a shitty economy from Reagan and listened to his advisors on how to stop spiraling interest rates. It was a hard decision because it would temporarily hurt people.
