Incredible opinion. It holds that the common ICE tactic of jumping out of an unidentified rental vehicle and seizing suspected noncitizens while masked violates the Fourth Amendment because the *manner* of the seizure is incompatible with a free society governed by the rule of law.

The ICE surge in Minnesota isn’t over — it just moved outside of the Metro.

ICE agents are still terrorizing innocent people in the suburbs. They’re targeting bus stops and hospitals and parks and being more deceptive than ever.

O. exited the car and was told he was under arrest. (Id.) The men handcuffed him and did not allow him to bring his phone. (Id.) O. felt like he was being kidnapped. (Id.) The men detained O., his father, and his cousin, taking them all to Whipple. (Id. ¶ 4.) At Whipple, there was “food scattered on the floor, the floor was sticky with mud, and everything stuck to your shoes.” (Id. ¶ 5.) The space was so cramped that sometimes there was no space to sit on the floor. (Id.)

But this drawdown won’t make torn apart families whole again. It won’t replenish the tens of millions of dollars small businesses lost. It won’t de-traumatize our kids. It won’t bring back Alex or Renee.

They made the grave mistake of invading the Northland in the dead of winter.

They’re retreating because Minnesotans are stronger than they’ll ever be – driven by an unshakeable love for our neighbors.

ICE out of Minnesota was our first goal, not the last.

Congress still needs to deliver justice and accountability for Alex, Renee and every Minnesotan who has spent the better part of 2026 in paralyzing fear.

This is the aftermath of an ICE kidnapping a few blocks from my home in St. Paul—an hour ago. A quiet street full of broken glass and at least three wrecked cars. The target of the kidnapping was taken away by ambulance. He was on a stretcher and covered by a sheet, though a cop said he was alive.
