Dissent within a group is probably compatible with a group will w.r.t. the matter on which dissent exists. For example, some legislators may well dissent from the majority. But, even so, it is plausible that if majority rules, then the legislature intends that such-and-such be the law.

Yeah. It is another one of those cases in which the subjects of social scientific efforts need to guess the investigators' goals in order to help provide useful data.
