Maybe the โ‚ฌ is not falling because the agreed 15% tariffs will hurt European exports, but rather because the agreement makes it seem the EU is less likely to take the politico-fiscal steps that would follow from not having bargained about the tariffs.

Its legal power to do nothing was indisputable here (so in this sense like the ECB). Not "viable" just means the Commission would have had to take a lot of heat. Well, what do commissioners think politics is about? Member states getting very cross at you does not mean you don't have the power.

That's precisely what the US has done because they didn't act in concert.

The commission could simply have done nothing. It wouldn't have needed anything from member states for that. Of course Trump would then have done whatever he wants to do, but the EU at least wouldn't have participated in killing MFN and the general Gatt/WTO approach to rules-based trade.

Establishing a reputation for being a pushover, unwilling to bear costs in order to promote oneโ€™s interests, is also a threat to our physical security in a dangerous world.
