I don't think this is even about homophobia, and more that the show has never known how to make sports romance work at the scale it's at. for comparison, Chihyafuru has a similar mix of romance and sports and takes 4x as long to get anything done

Yuri on Ice clearly had creative conflicts going on during the series itself, as it goes from feeling like a full fledged romance to becoming a more standard sports anime with maybe 5 minutes of gay. not shocking the people involved just fucked off afterwards
