I would say definitely yes. The writing process is useful and other opportunities may arise to use parts of the proposal in other contexts. Further, government funding is in flux and money may get spent on awards at some point in the process that is now unexpected. Maybe it would fund yours?

Regarding KP-/John fwiw many viruses are difficult to identify and cause respiratory illness and lead to a longer recovery due to your immune response ( like COVID the serious part is after the virus is gone) This isn’t unusual or bad and the virus is gone.

Hate to sound dramatic but I expect activities like science Ed will be fighting for their continued existence as far as federal support.

Absolutely do not use any of the “words”. Keep your descriptions terse and accurate and minimally comply honestly with the reporting requirements. Focus on activities that are true and substantial yet support scientific developments that are likely to garner continued support.

This perspective is not right imo. The cover legitimate costs and are not excessive. Research infrastructure and regulation is expensive. What informs your opinion ?

One might argue how carefully coordinated the costs are vs each particular project but the overall cost is not likely enough to even cover university investment in research operations. The unfortunate bureaucracy costs are state / federally mandated waste. It’s a worthy public investment / system.

Have you ever looked at overhead costs for private companies working with the government like running national labs ? They are well over 100% and approach 200 in some cases. The costs are negotiated and assessed regularly so it’s no mystery what the agreed to rate covers.
