Nothing reveals your seriousness more clearly than basing your article on vibes rather than on bothering to check the facts.

Obviously don't know what is going on behind the scenes, but I do get the feeling that this is an act on an endless loop whilst Europe seems more focussed on internal squabbling rather than capacity building.

I agree. 50 years ago uou would wait all week for a serious column on a major aspect of policy by, say, Peter Jenkins or Hugo Young. Or, maybe, there would be a big, setpiece interview with a leading politician.
Now even "serious" commentators are caught up in the frenzy of rolling news.
