The "mystery" seems more like we have an idea but the investigation was delayed and bad storms did destroy any definitive proof.

I was listening to a really interesting podcast that also went into the politics of the charter with Raleigh.
Basically so long as it was a mystery Raleigh still held the charter that allowed him to fundraise ships to travel to the area.
