I am so glad to see a news outlet use the terminology of "invasion" rather than "annexation". Annexation may be the intended result, but first there would need to be an invasion.

The ZTL in my current town only allows permit-carrying vehicles and is otherwise entirely pedestrian. Cars go slow and shops get what they need with vans.
