Houston ISD's elected leadership got replaced by the governor. And we've got Bible-based public school curricula (and probably PragerU soon as well) heavily promoted around here.
I think it might simply be that he's got a bit of humanity inside him and some presentation of the situation managed to move him. We saw it last time when he sounded uncharacteristically genuinely moved by dead Syrian children. (That emotion only lasted a while with no real consequences.)
