And a ton of not-politically-engaged people might still self-describe as evangelical, not knowing the current meaning. Heck, my Episcopal priest emphasizes, when using his own old writings, that what he meant when calling himself evangelical then is very different, and he wouldn't use the term now.

Houston ISD's elected leadership got replaced by the governor. And we've got Bible-based public school curricula (and probably PragerU soon as well) heavily promoted around here.

I think it might simply be that he's got a bit of humanity inside him and some presentation of the situation managed to move him. We saw it last time when he sounded uncharacteristically genuinely moved by dead Syrian children. (That emotion only lasted a while with no real consequences.)
