When I was still working and a state employee, this would be so illegal that I likely would be fired.
But for DJT, all in a days work grifting the system.
In many cases I see this as legislatures voting to have the state cover the cost of their sending their privileged kids to the private school they are already attending.
It's a scam and a sham.

Yes, but we need to get through this current s---show in politics.
I am a glass is half full person, so I too hope that we will do so again.
But that is only 1/2 full. Potentially the US will sink into autocracy and 1/2 the people will be fine with that until too late. (Germany had the same)
