Waixing throughput was massive in 1996: the chinese copyright office lists more than 50 titles released by Waixing that year!

Churning out that many games possibly came with disorganization. It was just faster to implement the splash screen everytime than align and design a reusable template.

Waixing's "Boat Race", a hack of Eliminator Boat Duel, is probably the closest we'll ever get to seeing an "actual" VT03 game that utilizes the hardware properly and that's mainly only because it's based on a pre-existing impressive game lmao

It is also possible that Fighting Hero was successful enough on its own to push NTDEC to produce a cycle.

There are three documented print runs of Fighting Hero. It was definitely big for NTDEC.

In 1990-91 NTDEC saw the potential of arcade SF/SF2 and made their own take, and was successful.
By mid 92, the market was completely overtaken by Yoko SF2.
By mid-late 93, people wanted a cycle. SF3, SF IV, FH3 all attempted to repeat SF2 success.

Back in the days, parent would see a fighting game that look like what their kid beg for, and would buy it. NTDEC never made these games for us.

AVE had the engineering know-how to design and manufacture NES cartridges. Furthermore, either NTDEC or AVE may have refused to provide binaries for their games and letting the other design, program and manufacture the final product.
...or NTDEC games were deemed not worthwile.

The dupes to artifically increase the game count was possibly not received well by Maxivision International potential partners. NTDEC Pokey occupies no less than 3 entries!

AVE iterations did not feature any NTDEC games. Why?

The MaxiVision 30-in-1 had a prior iteration, without AVE involvement! In mid 1991, MaxiVision International Inc. had contracted NTDEC to produce a compilation with NTDEC and Color Dreams titles!

AVE took over the project within a year and released the 15-in-1.
