Update cabin pressure to ensure isolation between press cabins and executive areas to ensure the President is always protected in case of airborne attacks from a passenger.

Add engine upgrades to handle the greater weight. Avionics updates to match new CG and handling factors. Rewire the entire plane to handle the huge amount of data a flying White House is supposed to hold, receive, and transmit. There is of course a new power layout included.

The gutting and rebuilding of the plane to security standards could not be completed this term, and would probably cost far more than the $400M the plane is supposedly worth.
Start by gutting the plane to allow hardening for nuclear and electromagnetic attacks, plus standard bombs.
