The Just Energy Transition Partnerships are faltering - fresh thinking is needed The JETPs have the right idea on phasing out coal and boosting renewables, but are struggling as geopolitical tensions and Global South debt levels rise

Comment: The fragility of the JET-Ps should be attributed to the means by which they seek to achieve these objectives, the institutions tasked with delivering them, and the global context in which they operate.

The #JETPs are faltering. Development banks could help revive the #JustEnergyTransition Partnerships by increasing their share of grants, avoiding more privatisation, and working for and with communities.

Fossil fuel companies will try to sue states that ban new or existing production. When I speak with powerful actors in energy policy, this fear is a central concern in how governments think about the risks of phasing out fossil fuels. Here is an important intervention in how to reduce those risks:

Text: In this guest post, Peter Newell and Freddie Daley discuss the research from their recently published article in Environmental Politics: The political economy of supply-side climate policy in the UK. The UK is the birthplace of the industrial revolution, a leading financial centre in the world economy and a significant fossil fuel producer. It is also a purported leader on global climate policy, so what happens in the UK will have practical, strategic and political ramifications for global efforts to phase-out fossil fuels.

3️⃣ ⭕ Coalitions can make it happen

The UK’s fossil finance ban worked because of coordinated civil society action. Winning future fights will require even broader alliances - especially with trade unions - to deliver just transitions and lasting support for phase-out policies.

2️⃣ 💪 Follow the power

To enable phase-outs, we must confront entrenched political-economic power:

💼 business lobbies
🏦 financial institutions
📰 media networks
✊ trade unions

These actors shape fossil fuel energy pathways and emissions trajectories, so we need to shift the power balance.

We distil 3️⃣ big lessons for scaling supply-side climate policy:

1️⃣ 🔐 Securitisation

Phase-out policies are often blocked in the name of 'energy security'. We argue for a prefigurative politics - framing fossil fuel phase-outs as enhancing energy security, not undermining it.

We look at the UK’s unique political economy and explore three major cases:

⚫ the legacy of the unjust coal transition
📉 the successful fossil fuel export finance ban
🛢️ the push to end North Sea oil & gas licensing

Each shows how the state mediates between capital, labour & civil society.
