The UKโs fossil finance ban worked because of coordinated civil society action. Winning future fights will require even broader alliances - especially with trade unions - to deliver just transitions and lasting support for phase-out policies.
2๏ธโฃ ๐ช Follow the power
To enable phase-outs, we must confront entrenched political-economic power:
๐ผ business lobbies
๐ฆ financial institutions
๐ฐ media networks
โ trade unions
These actors shape fossil fuel energy pathways and emissions trajectories, so we need to shift the power balance.
We distil 3๏ธโฃ big lessons for scaling supply-side climate policy:
1๏ธโฃ ๐ Securitisation
Phase-out policies are often blocked in the name of 'energy security'. We argue for a prefigurative politics - framing fossil fuel phase-outs as enhancing energy security, not undermining it.
We look at the UKโs unique political economy and explore three major cases:
โซ the legacy of the unjust coal transition
๐ the successful fossil fuel export finance ban
๐ข๏ธ the push to end North Sea oil & gas licensing
Each shows how the state mediates between capital, labour & civil society.
