Some research funding, e.g. that from UKRI orgs like AHRC, obliges grantees to publish digital versions of outputs as Open Access, with authors sometimes paying processing fees. However, the OA obligation does not extend to print

I don't know how popular these options are IRL, but they provide the means to develop a collection without relying in perpetuity on third-parties
