When the Mayor unilaterally decided to build mass shelters in our neighborhood, a lot of the support was driven by a compassionate argument: "Would you rather have people in shelters or on the street." My concern was simple: "We're going to end up with both."
That reality is now rapidly becoming City policy... as Portland City Council will vote on Wednesday to strip funding from the "Impact Reduction Program," the initiative that cleans up dangerous, illegal, violent and criminal camping.
As far as I can tell, we have a large group of City Councilors who need to see continued suffering, slow street deaths, and chaos on our streets in order to bolster an adolescent socialist housing plan, instead of the idea succeeding or failing on its own merits.
Defunding a program to clean-up and maintain a safe and livable neighborhood is completely unacceptable... but the effort to do that is now an appalling reality, with full-throated support from at least one of our District 4 Councilors.

The city installed a handful at the start of the pandemic, but quickly changed course after housed residents and business owners started using them to dispose of mattresses, tires and other trash, said Skyler Brocker-Knapp, the mayor's senior policy adviser.

City officials also feared that placing dumpsters near camps could attract more homeless people, she said.

"Every time we tried it, other community members dumped stuff there. The dumpsters really got misused," Brocker-Knapp said. "There's really no good way to make sure they're just used by the homeless community."

But Hess said depriving people of needed services like dumpsters doesn't reduce homelessness, it simply makes people and their living conditions more miserable and is more likely to lead to environmental impacts.

Barbra Weber, Ground Score co-founder and co-executive director, said it is not uncommon to see housed Portlanders or construction crews leave trash near encampments, including a recent instance of an apartment building renovation crew repeatedly dumping debris around an RV encampment Ground Score serves.

Weber said it's unfair to assume a person living in a tent within the vicinity of a pile of trash is responsible for the trash in the first place. Resourceful people often take goods from illegally dumped piles, colloquially known as "free piles," to take back to a site, but a homeless Portlander is not typically the source of most trash. Furniture, couches and tires are the items most consistently removed by RID Patrol, according to RID data.

There are a lot of Portlanders who consider themselves progressive but turn reactionary when they see visible poverty.

The urge to just make poverty disappear from sight instead of working toward holistic solutions is why we donโ€™t have nice things in this country.

Poverty is a social creation.

They've been trying to keep a low profile here -- quickly show up and run away. So most of the community organizing has been reactive.
