The line work is actually tooled into the figure. This easily could have been a "just paint everything" production, but no. The extra effort makes a difference in the quality.

A look at Cardiac's head sculpt, which I rather like.

It was baffling to me to see villains like Frog Man, Stilt Man, Razorback and The Human Fly get figures before Cardiac; but it also told me he HAD to be coming.

The figure is intended to have the energy ball around the staff, but the wide end allows it on the wrist to mimic the trading card art

I first saw Cardiac when collecting Series 3 of the Marvel Universe cards in 1992. I thought for sure he was a shoe in for a Toy Biz action figure and one was never produced.
