This is absolute bs. My initial read is that people with passports issued before all the changes are okay for now and people applying going forward are not okay. It's likely the admin will try to revoke the passports issued in the correct gender in the interim but remains to be seen.

BIG news for Texas. State troopers in Texas will now have the authority to make immigration arrests, same as ICE and Border Patrol.

Whether this means all state troopers, or only a subset of officers, will get trained and authorized to carry out this duty remains to be seen.

I. Background
On June 9, 2025, DHS published a final rule for the protection of federal property (90 FR 24217) (June 2025 rule). That rule implements regulations to protect property and prescribe reasonable penalties for misconduct. Specifically, the June 2025 rule makes the following changes:
โ€ข Codifies the full scope of DHSโ€™s statutory authority to protect all federal buildings that fall within the jurisdiction of the Department of Homeland Security (DHS), rather than only GSA properties;
โ€ข Permits the charging of criminal activity occurring off federal property in accordance with 40 U.S.C. 1315 authority;
โ€ข Modifies the list of prohibited conduct to include, among other things, impersonation of security personnel, trespassing into closed areas, the wearing of masks when committing crimes, and tampering with computer systems;
โ€ข Updates definitions to account for evolving technologies and emerging threats such as unmanned aircraft and new tobacco products; and
โ€ข Clarifies and specifies in more detail the definition of โ€œdisorderly conduct.โ€

This final rule moves up the effective date of the June 2025 rule and then amends 6 CFR part 139 to reflect the new effective date. The June 2025 rule set the effective date at January 1, 2026. This final rule amends that effective date to Nov. 5, 2025. Thus, through this final rule, the effective date for the regulations under part 139 is Nov. 5, 2025. Finally, DHS, through this final rule, is also changing 6 CFR 139.5(e)โ€”which originally marked January 1, 2026 as the effective date for the regulations published under part 139 of chapter 1 of title 6 of the Code of Federal Regulationsโ€”to now reflect the updated effective date as set forth by this final rule.

Looking at the Federal Register this morning, DHS is moving up the effective date on a June rule that expanded its authority to charge people for certain criminal conduct around federal buildings. It was originally set to go into effect on January 1. It will now go into effect TOMORROW.

Specifically, it wants to know "whether the term 'regular forces' refers to the regular forces of the United States military" and how that affects the law in play.

IRVING PARK โ€” Irving Park and Albany Park neighbors are organizing to help protect students and their guardians from federal immigration agents that have Chicagoโ€™s immigrant communities on edge. Amid reports of federal agents seen around schools on the North and Northwest sides, neighbors who live near Patrick Henry Elementary School, 4250 N. St. Louis Ave., have organized a corner watch initiative during drop-off and pickup times, according to Ald. Rossana Rodriguez-Sanchez (33rd) and other neighbors. The corner watches, in which neighbors with whistles and โ€œKnow Your Rightsโ€ flyers stand on street corners near their schools during pickup and drop-off, are now set up for every school in Rodriguez-Sanchezโ€™s ward and State Sen. Graciela Guzmanโ€™s district via their respective volunteer networks, Rodriguez-Sanchez said. Volta Elementary and Von Steuben High School in Albany Park have also launched a walking school bus initiative, an idea that came out of a Sept. 21 emergency town hall. These walking school bus routes are in effect at several other schools, including Hibbard Elementary School, and Roosevelt High School is doing something similar via their campus sanctuary team, Rodriguez-Sanchez said. โ€œIt doesnโ€™t seem like that is a targeted attempt to go after schools right now. But of course, weโ€™re being very vigilant, and this is the reason why we have the school safety response that weโ€™re building, trying to make sure that we have all eyes on our schools while pickup or drop-off is happening,โ€ said Rodriguez-Sanchez. But over the past month, federal agents have shot at least two people, killing one; repeatedly tear-gassed protesters and first responders; shot rubber bullets at protesters; detained U.S. citizens, including children; handcuffed a Chicago alderperson in a hospital; smoke bombed and tear-gassed a Chicago street; fired a chemical weapon at a TV reporter and detained a journalist, among other incidents. More than 1,000 people have been detained, Russell Hott, ICE field director in Chicago, told Block Club. โ€œThere was one arrest that happened around Roosevelt High School. It was a neighbor in the community, but not related to the school. And then there was two other people that were picked up by North River Elementary. They also didnโ€™t have any relationship to the school,โ€ Rodriguez-Sanchez said. A Homeland Security spokesperson did not immediately return a request for comment Wednesday. Ald. And federal agents will not be granted access to CPS schools unless they present a valid criminal judicial warrant signed by a federal judge, the school district said in a statement. โ€œWhile we are aware of law enforcement activity near some schools last Friday, there were no incidents in CPS schools. School remains the safest and best place for students to be โ€ฆ CPS staff have safety protocols, including how to respond if federal agents seek access to school property or interaction with students or staff,โ€ the school district said in a statement. Nonetheless, the increased federal immigration activity across Chicago prompted neighbors in Irving Park to create the corner watch and walking school bus initiatives to help keep students safe outside of schools as well. โ€œItโ€™s a matter of not being caught off guard. Theyโ€™re going to be relying on the fact that weโ€™re not prepared or that people arenโ€™t here in force,โ€ said Jodi Wagner, a neighbor who manages Patrick Henry Elementaryโ€™s community garden.
