Fly half is odd in England too. If you are a top tier phenom like the Smiths, you will get game time from day one and develop fast.

But if you need game time to develop, there aren't many options.

Rugby is a funny one in that some position are really hard to fill. There aren't that many humans that can play international TH and you can't just develop them.

Sometimes those players don't come through and you need to go and see if any South Africans fancy living abroad.

I'd argue that there is a thin line between using it as a tool to cover problem positions and a sticking plaster to cover bad pathways.
