If that is the intention, then pay-per-mile should be applied to all vehicles equally and fuel duty adjusted as appropriate. The scheme as proposed is specifically anti EV.

It also doesn't consider mileage driven outside the UK. Having driven over 4500 miles outside the UK in 2024 I would be really pissed off if I had to pay UK tax on that mileage, but that is exactly what the proposal suggests will happen in the future.

PHEVs are only any good for reducing air pollution when they run on electricity. If you can plug in at home then it's better to get a BEV. If you can't plug in at home then a PHEV isn't any good because they charge so slowly compared to a BEV at a rapid charger.

Electricity for charging an EV is cheap in the UK too if you can charge at home on an overnight tariff. I currently pay 7p/kWh overnight which equates to £4.20 for a full charge (7p/kWh * 60kwh) which is about 250 miles of range, which means less than 2p per mile for electricity.

In China, NEV includes plugin hybrids, which is a bit of a shame

Carbon emissions are going down in at least China, UK and other European countries. I don't know the full list but there are many important countries where carbon emissions are reducing.
