If that is the intention, then pay-per-mile should be applied to all vehicles equally and fuel duty adjusted as appropriate. The scheme as proposed is specifically anti EV.

It also doesn't consider mileage driven outside the UK. Having driven over 4500 miles outside the UK in 2024 I would be really pissed off if I had to pay UK tax on that mileage, but that is exactly what the proposal suggests will happen in the future.

PHEVs are only any good for reducing air pollution when they run on electricity. If you can plug in at home then it's better to get a BEV. If you can't plug in at home then a PHEV isn't any good because they charge so slowly compared to a BEV at a rapid charger.

In the UK the (previous) Conservative government tried a similar bit of voter suppression, claiming to be tackling voting fraud which was, like in the US, not a real problem (due to how voting already worked).
Hilariously, it affected their voting demographic slightly more than they had expected!

Did I misremember at university my lecturer describing Artificial Intelligence as a thing that "looks like" intelligence but it's done by following mechanical rules (whether by a human or a computer) vs "real" intelligence done by a computer (which is what seems like everyone else means)?

I'm also unimpressed with how unreliable Tesla's are at getting the current speed limit correct. I can't see self driving working in Greater London and much of the UK yet, but am open minded. I'm fairly confident that self driving will be better than humans within my lifetime.

Electricity for charging an EV is cheap in the UK too if you can charge at home on an overnight tariff. I currently pay 7p/kWh overnight which equates to ยฃ4.20 for a full charge (7p/kWh * 60kwh) which is about 250 miles of range, which means less than 2p per mile for electricity.

The inefficiency of electricity->hydrogen->electricity means it is very much not the way to go. You need 3 or 4 times more electricity to power the same number of car miles as using BEV.
