What would your opinion be on a policy that explicitly tied expanded pipeline capacity to limiting reexport out of the US ?
It feels like it could get more political buy in if it was explicitly sold (at least in part) as shifting oil exports not purely expanding them.
In Edmonton they are available year round "if the weather permits" I'm not sure about here though. I can't find a source for if they are year round or not. I haven't seen any in the last week(ish) that I remember but I might just not have notices
