And as you can read in the article, many (most!) of those receiving federal benefits are not only working, but they want to work MORE--they just can't get enough hours. Imposing work requirements doesn't magically create the required work hours.

One of the reasons NM relies heavily on federal funding is because so much of the state is federal land and federal facilities--from national laboratories and four huge military bases, to enormous swaths of forests and federally-owned land. On top of that, we're also around 12 percent tribal.
