Anecdote (sorry). In my first IT job I worked with a database-come-OS called MUMPS. We "supported" this utterly evil tool called Report Genie which mapped the data into an RDBMS structure and allowed SQL-like reports.
No one could make it work.
Until I did.
And I HATED it!
Is it SQL generated by some evil reporting tool, by any chance? Or simply written by a maniac?

Now it takes me a couple of hours to get an overnight bag sorted. And if I'm going by car, that boot is full of "I might want" items.

I think the heart of it is there was an agreement that "small items" could be shipped with no charge and minimal paperwork. No Longer. 1/2
