What's really annoying is the self-appointed traffic monitor who takes a middle position to stop people from passing on the right, possibly committing an offence by doing so. Every merge should have a 'Use both lanes and merge in turn' so everyone knows what they're supposed to be doing.

The people who 'consult' with the Council on these kinds of things are a self-selecting group with too much time on their hands and very fixed views on what sort of people they want in 'their' area,I feel. We desperately need to protect our environment, but you don't do that by excluding people.
