I've said this before, but Nintendo realized in like 2006 that the push for better graphics and frame rates was a creative and commercial dead end, and they zigged where everyone else zagged.

But yeah the Intel gains are wildly inconsistent. Sometimes you get nothing and sometimes you get most of a level. I'm sure there's some kind of internal consistency, I just can't parse it.

It's a mechanic added in one of the DLCs. If you have a mission near a rival merc company, they have a chance of deploying as either allies or enemies. You get intel for completing the mission and get rewards as you level up your intel level.
