It's not oil price. It's anyone that loaned Venezuela/PDSA money or has a stake in its restructuring. Those stakeholders are financial companies and also oil companies.

I have heard reporting that oil companies have serious operational concerns. But I think it's just PR, because the reporting did not mention financial incentives.
