but many such estimates fail to include
the large number of criminals and dictators
holding vast wealth.

those are just implementation details.
the part i didn't mention is that
they have to stop playing the game entirely
in exchange for a blanket pardon.

when everyone else playing the monopoly board game
has gone bankrupt, the few remaining players will still
keep on competing, just amongst themselves.

at $100 million, they should be taxed out of the game,
retired to a capitalism hall of fame, like any athlete,
and a big medal hung around their neck.
