I think we have to face the facts that some of these objections are vexatious. If they can speed up the process of throwing these out then that would be a good compromise for me. I've suggested that we only allow recognise bodies or organisations raise JR's.

And yet here we are 20 people delaying Metrolink. A handful of companies delaying Dart plus.

And when a consultation has gone one for nearly a decade and the people are on record for a decade that they'll launch a JR no matter what?
