TCA did not remove tariffs on UK steel. It did introduce a quota system for tariff free steel trade (wih everything above the quota subject to tariffs). The EU proposal seems to be to significantly cut the quota and also increase the tariff rate on steel above the quota. All permitted under the TCA.
