Maybe:
- Add 3 core stats, increase base target to 12? Maybe?

Thinking out loud here, but planning the following changes:
- Drop DEF as a stat
- Make defending an opposed action
- Completely gut the current combat rules and replace with Troika-esque opposed rolls
- Armour soaks damage instead of contributing to def score
- Overshields 'pop' on hit and gate dmg

Fuck it, I think I'm going to spend a bit of time breaking the bones of Decree. Nobody's paying me for this so I have no obligation to not indulge myself. The old version will remain up.
