A speaker just asked why there's an on-duty police officer at city hall. It's due to the increase threat of political violence. However, this is not a regular on-duty police officer. This is an extra-duty police officer. Council is paying a premium for that police officer.

I think this is the only thing MacLean does???

But police will keep making so much money due to non-negotiable contractual obligations in the same budget
